This is the precursor to MS-DOS and is likely the oldest known version to survive. (I had previously uploaded Version 0.34, which was at the time thought to hold that honor.)

Amazing that this has eluded early computer enthusiasts for the longest time now. Thanks very much for preserving a piece of software history!
It should also be noted that this version is actually 0.11, and not 0.10. Being that a whopping 10 people have laid eyes on it, that would be another holy grail find to come across.
